[Hampshire] Shutdown -h sometimes restarts

Subject: [Hampshire] Shutdown -h sometimes restarts
My server (Debian stable) has developed a habit of sometimes restarting
rather than shutting down when I run
shutdown -h now

Has anyone else seen this, as Googling and looking at logs has got me
nothing so far.
