I have written exactly what you desribe for Mauve Internet; it's a Django
webapp for managing tickets, editing and issuing invoices, and a Python-KDE
desktop client for logging timesheets via a webservice API.

It's not open-source though, not yet and possibly not ever. It
represents a sizable amount of development and I'm not going to open
source it before considering what return I can get on that investment.
