That's strange, I'm using Baghira and it works without a problem in Feisty.

Press Shift+F9 to toggle the rain effect. There's other commands as well,
you can find them in the "Actions" tab on the plugin's configuration
dialogue.
It's not a terribly useful plugin as it is, but people have used Dbus to
do some cool stuff with it [1]
