Have a look at chillispot/pepperspot etc, and OpenWRT.

If you're going to be integrating payment etc, you'll probably have to
write your own.

Regardless, it's very easy to make it work in an IPv4 world..... An
IPv6 World makes it harder!

A spot of googling for IPTables and DNAT should point you in the right
direction.

I'm currently working on the IPv6 side of things at the moment.
