My guess is because hardly anybody actually "installs" windows because
it comes already installed.
I have a software program that crashes a windows PC.
I complete reinstall of windows does not fix the problem.
It is a great program to have if your laptop is getting near its 1
year old date, and results in the manufacturer replacing it.
In fact, after I run the program, the only OS that will run on the
machine is Linux, but it seems that very few laptop manufacturers use
Linux for their diag tool.
If you are interested, it is linked to one of the registers on AHCI chips.
