This is expected. If I remember correctly, the original spec for
ISO 9660 filesystems required 8.3-format filenames. As with recent
versions of FAT filesystems (i.e. from Win95 onwards), there are
various hacks to the filesystem which support extended filenames in
different ways. However the filesystem still stores an 8.3 filename as
well. It's the generation of those "legacy" format names that you're
seeing here.

The two extensions are Joliet (the -J option), which is the MS
extension for allowing long Unicode filenames on ISO 9660 media, and
Rock Ridge (the -R option), which is an IEEE extension that allows
POSIX file metadata, including long filenames, file ownership, and
permissions bits.
