That's because of all these overclocked PCs on new ultra fast
broadband connection packages. There's too much traffic on the
Interweb and they have to put in speed bumps to prevent collisions.
Pretty soon it'll be like the traffic in Hong Kong [1] where you can
only use it on alternate days depending on your surname.

[1] ... I am sure I've "heard this somewhere". And it may well be a
myth; it has that sort of taste about it.
