[Hampshire] Slow Processor

Hello,

We have a laptop with a Turion64 processor. It's supposed to be an
1800 MHz chip.

Dmidecode and cpuinfo both show it as running at 800MHz.

I don't have cpuspeed running, and the laptop isn't running on
battery, so I am confused. What else could it be?

The system is running Ubuntu 8.04
