That should hold true enough for most consumer video stuff, but it does
fail *horrifically* when you start playing with very low bitrate[1]
compression :-)

[1] The target for H.324 was to run a videophone over a V.34 modem. I got
the video portion (H.263) finished and working within the alloted
bandwidth - but it wasn't exactly CPU-friendly...
