Quantum GIS will let you create routes as vector layers that can be
exported in a number of formats, including GPX. It will also calculate
distances. Of course, you need the map data, OSM is one source; QGIS
will read pretty much any geospatial data format, including web
sources. It should be in most distros. Possibly overkill for what you
want, it's a pretty comprehensive geospatial tool.
