If you are mostly interested in data access I highly recommend 3, one extra
thing to think about if you care about data access is the speed of the
service and I have found o2 to be very slow. From what I understand 3 are
one of the fastest providers out there at the moment (by quite a large
margin). I am on a 3 pay as you go and when you top up £5 they give you
about 150mb of data valid for 1 month. You can buy extra data if you know
you are going to need it at reasonable prices, or just let it eat into your
credit.

I mostly use it for data rather then phone calls and txting and generally
top up about £5 less then once a month. The addons are quite cheap if you
need extra bandwith, 50p or about 120mb that expires in one day, or £5 for
500mb that lasts a month.
