libpango1.0-dev
libcairo2-dev
When it fails, look in config.log for cairo, that will tell you what
it is looking for:
My config.log had this:
configure:17495: $PKG_CONFIG --exists --print-errors "cairo >= 1.5
pango >= 1.20 pangocairo"
