This is a problem that has been solved in the MPEG Transport Stream.

You run a reference clock at the distribution point (the STC, or System
Time Clock). You also timestamp each media packet with a PTS (Presentation
Time Stamp).

The STC is copied at each decoder by means of the Program Clock Recovery
(PCR) system - a PLL (usually software-based). The media is then played
out as it becomes due.

If I were building this from scratch, I wouldn't start with a PC...
