I use KDE 3 not Gnome, but they may do it in a similar way. If I were trying
to achieve what I think you are trying to achieve, I would right click on the
panel and choose
"add applet to panel"

I would add "Show desktop" and "Taskbar" applets.

I may, of course, have misunderstood what you want, and it may be totally
different in Gnome. But the terminology may be the same.
