It should be a part of your system's startup scripts. The LVM setup
bit may be called before the USB-storage checks, in which case you'll
probably have to add the call to vgchange to your udev setup. There's
little direct documentation on udev, sadly, but there's a good load of
blog posts and the like out there on the subject.
