Given that another site on the same host works fine, I suspect a
DNS issue.
When did you move the site? Have you checked that the DNS records
aren't being cached, or youre getting old records? Have you checked
/etc/hosts for hard-coded IP addresses for the site? (I sometimes have
the latter problem after setting up a site before its DNS, then
forgetting to remove the "temporary" hack later).
If you're certain that it's not a DNS problem, can you traceroute
to the machine from the problem site? How about tcptraceroute on port
80?
