I did say to the owners that the real solution is increasing the amount 
of RAM. My guess before I had shell access was that it was swapping 
in/out and thrashing the server. Upgrading is for them to decide though 
and is dependant on the cost. As it's a dedicated server as opposed to 
co-lo, the hosting company own the hardware and I expect you'll pay over 
the odds for extras like more RAM :(
Even with more RAM it'd be worthwhile tuning the configuration to get 
the most out of it.
