I highly recommend my current ISP ( www.idnet.net ). They're a fantastic, premium provider. They offer a traffic monitor RSS feed on their website. The minimum term is 1 month so you can change package or provider at any time.

I would recommend signing up to one of the bigger packages for a month or two then change to the one that meets your needs best after looking at the usage monitor.
