They seem unable to believe that some people actually don't have a TV. My friend deliberately never replies to the letters and makes them come round.
I think the last time they did and he refused to let them in. He told them he didn't have a TV. The investigator challenged him "but you've got a TV aerial." I love his response "I've got a pint of milk in the fridge. Doesn't mean I've got a cow in the back garden."
