Just to clarify, on Redhat it is possible to run 32-bit
paravirtualised guests on a 64-bit host, but this is considered a
technology preview only - many features are missing, so it is not
considered production ready. That said, I do run production systems
in this way, as I don't need the missing features atm.

I've not used kvm, but what is difficult about setting up and administering Xen?
