There's no such thing as a "free" slot, all posts are re-elected at each
AGM. Historically there hasn't been much contention for posts, however
at the 2007 AGM there was more than one candidate for one post.

Umm, the election procedures and rules already cover how the elections
are run, including who is eligible to stand, how they can be nominated,
who can vote and who can run the elections:

Of course, someone could propose an amendment but personally I don't
think there's a need.
