Most (if not all) files in /etc are marked as conffiles. These are
left behind when using apt-get remove (so that the configuration is
preserved over a remove/reinstall, and also to make upgrades easier).

If you really want to get rid of the conffiles as well, use apt-get
purge <packagename>.
