Unfortunately, DVB is very different from DVD. They are both MPEG-2,
but they each have different restrictions of size of GOP, peak
bandwidth, processing buffer sizes, etc.
For example, DVB can go a long time without an I-frame (one tends to
see lots of P-frames), but a DVD can only go 0.7 seconds without an
I-frame.
