In addition to the others suggestions, under Ubuntu you can install a
.deb package by double-clicking on it. This will bring up a GUI
installer, which will also report any missing dependencies for the package.
Webmin doesn't seem to be packaged in Ubuntu itself, hence apt-get not
finding it.
