seems to be quite up to date in its latest windows incarnation,
Framework IX. "Framework is shipped pre-configured via the
Internet, providing a single step automatic installation under
Windows." They don't say what it cost on the website though.

I noticed "Some version can run on DOS/Windows emulators
on Linux, Unix and the Mackintosh." so there is hope for Dad :)
