It sounds like a great idea. I'm not sure how you go about contacting
LUGs (or even how many there are) in poorer countries. If net access is
really bad, they probably won't have a website or mailing list.
There is also the issue of exporting stuff to other countries. If I
remember the exporting of some encryption software (like ssh) was a
problem some UK LUGgers encountered when doing something similar for the
first post-Saddam Iraqi LUGs.
